Paraguay ranks among the countries in the region with the highest incidence of informal employment (ILO, 2025), which constitutes one of the main challenges to the country’s development. Work is the key that unlocks the door to other rights, including social security, but informality prevents a huge number of workers from accessing these rights, making them more vulnerable to poverty, precarious working conditions, and a low overall quality of life. For these reasons, understanding and combating informality is key to building more just societies.

In the context of the recent reform of the public sector pension fund in Paraguay (March 2026), the article "Beyond the Public Pension Fund" explains why a structural reform of the entire pension system is needed, one that is consistent with the country's situation, and not just a parametric adjustment of this fund, which only postpones the crisis for a few more years.

In the last 20 years, 36 new municipalities have been created in the country, many without meeting legal requirements and some promoted by congressmen suspected of having ties to organized crime. Almost half of these territories are located in the "red zone," on the border with Brazil, where the highest rates of violence and organized crime are found.
